Evaluators are required to commit themselves by a “Declaration on the Acceptance of EVAL-INCO Rules for Evaluators” towards PT-DLR, stating that they will conform with the principles outlined therein and will follow the rules and procedures set by PT-DLR. This includes keeping all information gained during the evaluation process confidential and not retaining (or copying) any materials that pertain to proposals or the evaluation. Evaluators shall not contact any person connected to a proposal that s/he has received for evaluation.
Evaluators having a link with a proposal are not allowed to participate in its evaluation and are required to declare such links. Similarly, an evaluator shall abstain from evaluating any proposal where s/he has any vested interest in its success or failure.
Evaluators must acknowledge such links or vested interest as soon as possible. If they have a conflict of interest in any of the proposals, evaluators are obliged to immediately inform PT-DLR and to abstain from the evaluation of the proposals concerned.
2. How does the evaluation process work?
PT-DLR produces guidelines for evaluators for each joint call. These guidelines inform about further details of the specific evaluation procedure including information about the amount of evaluators assigned to each proposal, whether a two-stage-approach within the assessment will be applied etc. Evaluators work at home via the Internet.
All proposals submitted to a call contain keywords chosen from the keyword list, FP7 themes and free words identifying their scientific field. Evaluators specify their field of expertise using free words and the same list of keywords resp. FP7 themes.
Following the closure of a Call, the PT-DLR scientific officers will shortlist candidate evaluators for each proposal with the help of the free words, keywords, FP7 themes and their CVs. After screening for potential conflicts of interest, evaluators will receive an e-mail stating the number of proposals allocated to her/him, asking to log onto the extranet on the EVAL-INCO website, using their username and password to gain access to the list of allocated proposals. Each separate mail containing new proposals for evaluation, must be followed up through acceptance or refusal (e.g. due to a conflict-of-interest) of the proposals, within one week after its receipt. For all proposals accepted for evaluation the corresponding evaluation form will be completed online, following the evaluation guidelines and rules laid-down in the Information Package for the respective call. Evaluators are asked to respect the deadline for submitting the evaluations.

The remuneration for the evaluators depends on the specific Joint Call (and therefore will be subject to the respective guidelines for evaluators) but will be similar to that rate once provided by INTAS (which is a flat rate of 50 € to cover administrative costs plus 25 € per proposal). Payments will be made after the closure of the evaluation period, based on a Payment Request signed by the evaluator and sent to PT-DLR (by fax and followed by the original by mail).

- All proposals shall be treated equally;
- Evaluators will only receive proposals that have been checked by the PT-DLR Secretariat for their compliance with formal eligibility criteria;
- All proposals received by the evaluators shall be completely evaluated and evaluators shall carry out a compliance check for content, for ethical principles, that the research is not of commercial or military character. In all cases of non-compliance, the reasons are to be indicated;
- Each proposal shall be assessed only on the basis of the evaluation criteria published in the Information Package;
- The evaluation of a proposal shall be based solely upon the information contained in the proposal;
- All those involved in the evaluation of proposals must be impartial and shall abstain from evaluating/commenting upon proposals for which there is a conflict of interest;
- Evaluators shall evaluate proposals belonging to their broader domain of expertise;
- Evaluators must be able to work in the English language.
